As part of General Motors's restructuring, nearly 30,000 workers were laid-off and its North American production capacity was cut down by close to one- third. Cutting down on production (1) Restructuring and layoffs (2) are normal practice that companies follow as part of Turnaround Cheers,

having one global product development team, for example, leads to crisper product execution, shorter life cycle, better quality, lower cost, and a focus on making GM, once again a design-driven company able to respond to customer preferences and demands. (which was followed my GM)
